The "best" elk units, honestly

Why "best" doesn't have one answer

Three things move against each other in every Colorado elk unit:

• Access. Over-the-counter units (see which ones) let anyone buy a tag with no wait. Limited units require preference points — sometimes a decade or more of them — before you can even apply competitively.
• Success. CPW's own 2025 harvest data shows why: the state's highest-volume OTC unit group, DAU E-6, drew 21,819 hunters and posted 20% success. A much lower-pressure DAU, E-1, drew just 369 hunters and posted 62% success. • Crowding and cost. An easy-to-buy OTC tag in a popular unit means company in the field, especially opening weekend. A hard-to-draw limited unit trades that away, at the cost of a non-refundable application fee and years of points spent instead of spent hunting.

How to actually compare units

CPW publishes everything you need to do this yourself, all free, all updated annually:

• Success, by unit and hunt code. The Harvest Reports on the species statistics page show hunters, harvest, and success rate broken down to the exact hunt code — the same granularity as your license. CPW · Elk Statistics
• Draw odds, by hunt code and point level. The Draw Recap Reports on the same statistics pages show how many applicants at each preference-point level drew a given hunt code last year — the closest thing to real odds CPW publishes. CPW · Primary Draw
• Terrain and access. CPW's Colorado Hunting Atlas layers public land, roads, and big-game concentration areas over the actual GMU boundaries, so you can see what you'd be hunting before you commit points to it. CPW · Hunting Atlas

A practical way to use them together: shortlist two or three candidate units in the region you want to hunt, look up each hunt code's success rate and the points it took to draw last year, then check the Atlas for public-land access. That fifteen minutes of CPW's own data beats any ranked list a website hands you.

OTC or draw — the real trade-off

If you want to hunt this year with no points, start from what is still over-the-counter and treat crowding as the cost of entry. If you're building toward a specific hunt, spend a season reading the harvest reports and Draw Recap data before you burn points on a code, since points are the one resource the draw doesn't refund.
